The selection of Government Employees with a Work Agreement (PPPK) 2024 phase II is almost complete.

However, this is not the final stage, as waves of anxiety have emerged among R4 honoraries since the announcement of the results of the second phase PPPK selection started on June 16, 2025.

Where they feel the opportunity to pass the selection is very small, unlike R2 and R3 categories who are already verified in the BKN database and still have the opportunity to be appointed even though they have not yet obtained a position.

The Law No. 20 of 2023 on ASN (Civil Servants) states that the priority for appointing PPPK (Permanent Civil Servant) only applies to honoraries whose data is officially recorded in BKN, worsening the situation.

This can be resolved through preventive measures by the government via special formation policies. Honoraries with R4 status who have served at least since December 31, 2021, and are still active until now, can participate in the PPPK selection.

Meanwhile, if the position applied for matches their educational background and experience, they can be directly appointed without having to take a CAT-based test.

Nevertheless, those whose formation is not entirely linear are still required to take the competence test as usual applicants.

Then, what are the important requirements to get that safe position?

Important Conditions for R4 to Become PPPK

1. Active work since December 31, 2021 at minimum
2. Maximum age 56 years old
3. Minimum education D3 or S1
4. IPK minimum 2.75 (kecuali ada pernyataan dari instansi)
5. Not in the process of retirement or dishonorable dismissal

Schedule Prediction for Implementation Transition

The selection schedule is scheduled to start in July 2025, with the data verification process from July to August, followed by the announcement of the selection results, and the appointment is targeted for December 2025.

Throughout this time, R4 honoraries have made significant contributions in various fields, from administration to public services.

The bad news is that because they are not part of the official system, their positions are often marginalized.

Now, through this policy, the government finally acknowledges their role and provides equal opportunities.

The government also urges R4 honoraries to prepare important documents and verify their personal data so as not to be left out in the selection process.

"Opportunity is not just a job opportunity, but also a form of recognition and protection by the state towards the dedication of honoraries," wrote the official statement from the Ministry of State Apparatus Reform and Bureaucratic Revitalization.

Basic Salary PPPK

The Provincial Minimum Wage above can serve as a reference for the salary range of Part-Time PPPK in each province.

After being appointed as a part-time PPPK, the salary received will be adjusted according to the basic salary of a full-time PPPK.
