The Democratic Party raised suspicions that Chief Justice Jo Hee-de secretly met with figures from former President Yoon Suk-yeol’s camp, including former Prime Minister Han Duck-soo, before the presidential election to discuss the handling of President Lee Jae-myung’s election law case. Citing this, they demanded Jo’s resignation and impeachment. However, Jo denied the allegations on the 17th, stating, “There was absolutely no discussion of the case with former Prime Minister Han or anyone else.” Han, former Prosecutor General Jeong Sang-myung, and Kim Chung-sik—a close associate of Kim Keon-hee’s mother—also denied the claims, calling them “baseless.” The opposition criticized, “Hiding behind parliamentary immunity, the ruling party is shaking the independent judiciary with fabricated fake news.”
Democratic Party leader Jung Chung-rae mentioned the allegations against Jo at a party meeting, saying, “The coup d’état special counsel team must investigate the shocking suspicions raised.” The meeting rumor was first raised in May by the pro-government YouTube channel Yeollin Gonggam TV. It resurfaced on Kim Ou-joon’s YouTube channel on the 15th, and the next day, Democratic Party Representative Boo Seung-chan officially raised it during the government question time.
Rep. Boo claimed that three days after former President Yoon’s impeachment decision on April 7, Jo said at a luncheon, “If President Lee’s case reaches the Supreme Court, we will handle it.” He then asserted that the president’s case was overturned and remanded with a guilty ruling. However, he did not disclose the basis for the report. The Democratic Party subsequently amplified the allegations as if they were facts.
In response, Jo stated in a position paper, “I clearly state that I have never had any conversation or meeting related to the allegations with the mentioned individuals.” Han denied ever meeting or dining with Jo, and former Prosecutor General Jeong called the claims “absurd,” adding, “We are high school juniors but are not acquainted.” Despite this, the Democratic Party did not apologize and reiterated demands for Jo’s resignation, saying, “If you are innocent, accept the investigation.”

The rumor of a meeting between Chief Justice Jo Hee-de and former Prime Minister Han Duck-soo was initially led by pro-government YouTubers, and the Democratic Party spread it without fact-checking, using parliamentary immunity during government question times.
The first to raise the issue was the YouTube channel Yeollin Gonggam TV in May. Ten days after the Supreme Court overturned and remanded Democratic Party presidential candidate Lee Jae-myung’s election law violation case with a guilty ruling, on May 10, the channel released an audio clip from a “reporting spy.” The voice claimed, “I heard that on April 4, after former President Yoon’s impeachment ruling, Jo Hee-de, Jeong Sang-myung, Kim Chung-sik, and Han Duck-soo met for lunch. During the meeting, Jo said, ‘If Lee Jae-myung’s case reaches the Supreme Court, we will handle it.’ They also said, ‘The next president should be someone who can implement a parliamentary system.’” However, the YouTube channel added a disclaimer, “Please note that this is still a ‘claim.’”
Four days later, Democratic Party Representative Seo Young-kyo played the audio during a National Assembly Legislative and Judiciary Committee meeting. Rep. Seo said, “I received a report that after Yoon’s impeachment, Jeong Sang-myung, Han Duck-soo, Kim Chung-sik, and Jo Hee-de met.” In response, Cheon Dae-yeop, head of the Supreme Court’s Administrative Office, stated, “I have never heard of this, but as far as I know, Chief Justice Jo is not someone who would do such a thing.” On May 19, Kim Ou-joon also addressed the issue on his YouTube channel, saying, “This is a major scandal that needs verification,” while admitting, “The facts have not been confirmed yet.”
The meeting rumor was not mentioned during the election period or after President Lee’s inauguration. However, it resurfaced this month when the Democratic Party began pressuring Jo to resign. On the 15th, Representatives Kim Seung-won and Kim Ki-pyo appeared on Kim Ou-joon’s YouTube channel, reiterating the meeting rumor and urging an investigation. Kim said, “If they met, it is highly inappropriate,” and added, “They themselves undermined the judiciary’s independence.”
The next day, during the government question time, Democratic Party Representative Boo Seung-chan claimed, “There was a report that three days after the Constitutional Court’s presidential impeachment decision, on around April 7, Han Duck-soo, Jeong Sang-myung, Kim Chung-sik, and Chief Justice Jo met. At the meeting, Jo reportedly said, ‘If Lee Jae-myung’s election law case reaches the Supreme Court, the Supreme Court will handle it.’” In response, Prime Minister Kim Min-seok said, “If true, it would be shocking to the public.”
After the government question time, the Democratic Party spread the meeting rumor as fact. On the 17th, Party Leader Jung Chung-rae urged a special counsel investigation, asking, “If the allegations are true, what should be done about Chief Justice Jo? How will Chief Justice Jo respond?” Rep. Seo Young-kyo appeared on MBC and claimed, “A year before Chief Justice Jo overturned and remanded President Lee’s case, he met Yoon Suk-yeol and said, ‘If Lee Jae-myung’s case reaches the Supreme Court, we will resolve it so he cannot run in the election.’ This is highly credible information received from someone who was part of the conservative administration’s civil affairs line and held a high position in the then-ruling party.”
In response to the Democratic Party’s campaign, Chief Justice Jo and others denied the meeting. Nevertheless, Democratic Party Leader Jung Chung-rae wrote on Facebook, “Chief Justice Jo, who could not voice opposition during the December 3rd emergency martial law, made a swift statement regarding his own allegations. This shows he is unfit to lead the judiciary.”
The opposition criticized, “While the ruling party pushes for punitive damages against media for false reporting, how can they make unverified claims at the level of ‘jirasik’ (tabloid gossip)?” Even Democratic Party Representative Kim Nam-hee wrote on Facebook, “Thinking that political power and majority rule can resolve judicial wrongdoing is dangerous. Caution is needed.”
