The Economic and Financial Crimes Commission (EFCC) has received high praise from the Presidency for its significant progress and development into a leading anti-corruption institution. This commendation highlights the agency's transformation since its establishment.

Hadiza Bala Usman, the Special Adviser to the President on Policy and Coordination and Head of the Central Results Delivery Coordination Unit, conveyed this appreciation during a visit to the EFCC headquarters in Abuja. She led a delegation to present the Commission's Performance Charter to the EFCC Executive Chairman, Ola Olukoyede.

Usman remarked, "You should all be proud of yourselves, seeing your trajectory. Some of us have been observing the EFCC journey for a long time, and I just want to say that collectively your staff and the organisation should be very proud of what has been built in these years. Every day you visit EFCC, you see how it has improved. I’m not sure there’s any organisation that has grown the way the EFCC has grown from 2000 to date.”

The purpose of the visit, according to Usman, was to reinforce performance monitoring and accountability across various government institutions.

Development of the Performance Charter

Usman detailed the process behind the creation of the EFCC Performance Charter, explaining that the Central Results Delivery Coordination Unit collaborated with experts to develop it. These experts provided essential knowledge, tools, and technical assistance from various organizations, including the Foreign, Commonwealth and Development Office, and the Partnership for Agile Governance and Climate Engagement.

“They provided us with support in terms of the technical content of what we are presenting here to you. That’s why they are part of this team, and they will contribute towards our submission. Mr Chairman, sir, we have concluded the assignment. We have done the initial draft of the Performance Charter,” she stated.

Key Features of the Performance Charter

The Performance Charter is designed to provide a structured framework for assessing the EFCC’s effectiveness. According to Usman, the document includes:

  • Target Baseline Data: Establishes initial data points for measuring progress.
  • Measurable Indicators: Defines specific metrics for evaluating the Commission’s performance on a monthly, quarterly, and annual basis.

The charter is intended to serve as a comprehensive tool for monitoring and evaluating the EFCC’s performance in fulfilling its mandate, both domestically and internationally.

Goals of the Performance Charter

The primary aims of the Performance Charter are to:

  • Strengthen Transparency: Enhance openness in the EFCC's operations.
  • Promote Accountability: Ensure the Commission is answerable for its actions and results.
  • Facilitate Informed Decision-Making: Provide data-driven insights to guide strategic choices.

The charter also defines performance expectations for each department, unit, and zonal office through clearly defined Key Performance Indicators (KPIs).

Usman further announced that the final step in the process involves a validation session with EFCC staff to review and refine the document before its full implementation.

EFCC's Response and Call for Financial Autonomy

In response, EFCC Executive Chairman Ola Olukoyede expressed his gratitude to the Presidency for its support and acknowledged Usman’s coordinating role. He emphasized that effective policy alignment has been a significant challenge in previous administrations.

“One of the things that past administrations lacked is coordination,” Olukoyede noted. “Even when individual MDAs are performing well, silo operations cannot produce optimal results. That’s why this initiative is so important.”

Olukoyede highlighted that the EFCC, under his leadership, has already implemented internal policy reforms to guide its operations. These reforms are designed to ensure that every aspect of the Commission's mandate is executed within structured and measurable frameworks.

“We are not just out there to hunt people and make noise about the work we do,” he explained. “It’s not enough to recover assets, we must ensure those recoveries translate into societal impact. That requires proper policy coordination.”

However, Olukoyede emphasized the critical need for improved financial capacity to enable the Commission to effectively carry out its responsibilities.

“You have addressed almost every area of our mandate, but not resource allocation,” he stated. “I recover money, but I can’t touch it. If I’m allowed even five percent of recoveries, I won’t need to appear before the National Assembly for funding. We need a policy reform that ensures sustainable financial capacity for the EFCC.”

He assured that the Commission would integrate the Performance Charter into its operations and remain committed to fulfilling its anti-corruption mandate with transparency, accountability, and measurable results.
