Ex-First Lady Kim Summoned Over Lee U-fan Paintings Bribery
The special counsel team led by Min Joong-ki investigating allegations related to former first lady Kim Keon-hee announced on the 22nd that it had notified Ms. Kim to appear for a suspect investigation on the 25th. This investigation by the special counsel team marks approximately one month since Ms. Kim was indicted without detention on the 29th of last month. Ms. Kim underwent one round of suspect investigation before her detention on the 12th of last month and five rounds after her detention but prior to her indictment.
The special counsel team plans to investigate Ms. Kim regarding the circumstances under which her older brother, Kim Jin-woo, received paintings by Lee U-fan worth approximately 140 million won from former prosecutor Kim Sang-min (detained) at the end of January 2023. Former prosecutor Kim was detained on the 18th on charges including violations of the Improper Solicitation and Graft Act.
Under the Improper Solicitation and Graft Act, the spouse of a public official (former President Yoon Suk-yeol) is not subject to punishment for receiving prohibited items. However, the special counsel team stated it plans to investigate Ms. Kim on suspicion of bribery under the Act on the Aggravated Punishment of Specific Crimes, which applies when the value of the bribe exceeds 30 million won. As bribery is a crime applicable only to public officials, the special counsel team appears to view that the paintings handed by former prosecutor Kim to Ms. Kim were conspired and received by former President Yoon and Ms. Kim. The special counsel team suspects that in return, the former presidential couple facilitated former prosecutor Kim’s nomination by the People Power Party in the 22nd National Assembly election in April of last year and, after he failed to secure the nomination, exerted influence in appointing him as a legal advisor to the Director of the National Intelligence Service in August of that year.
Meanwhile, the special counsel team announced that it deployed a total of eight prosecutors for the substantive review of arrest warrants for Han Hak-ja, the Unification Church leader, and former Cheonmuwon Secretary-General Jeong Won-ju, referred to as the “second-in-command of the Unification Church,” held at the Seoul Central District Court that day. The decision on whether to detain the two individuals is expected to be made late in the afternoon that day.
Regarding suspicions of mass enrollment of Unification Church followers in the People Power Party, the special counsel team stated, “While the seizure and search of the database management company have been completed, the seizure and search of the People Power Party headquarters have been halted due to the party’s strong refusal,” adding, “It is difficult to confirm whether future seizure and search operations will resume.”
Additionally, the special counsel team investigating former first lady Kim Keon-hee is currently investigating Park No-wook, former county governor of Bonghwa, and broker Kim (detained), among others, in connection with allegations of political solicitation involving Jeon Seong-bae, known as the “Geonjin Beop-sa.” In relation to suspicions surrounding the route change of the Seoul-Yangpyeong Expressway, the team is also investigating Kim (detained), a section chief at the Ministry of Land, Infrastructure and Transport. Regarding the stock price manipulation case involving Sambu Construction and Well Biotech, the team is investigating Lee Ki-hoon, vice chairman of Sambu Construction and chairman of Well Biotech, and Koo Se-hyun, former representative of Well Biotech.
