France's Prime Minister, Sébastien Lecornu, narrowly avoided two no-confidence votes on Thursday, a victory that averts the immediate collapse of his nascent government and a deeper descent into political uncertainty for the nation.

The outcomes in the National Assembly now allow Lecornu to proceed with what promises to be an even more significant hurdle: securing parliamentary approval for the 2026 budget. This is a critical task for the European Union's second-largest economy, and it must be accomplished before the year's end, navigating a deeply divided lower house of Parliament.

Lecornu's survival also means President Emmanuel Macron is spared the immediate need to dissolve the National Assembly and call for snap legislative elections. This is a risky maneuver that Macron previously undertook in 2024 and had hinted he might repeat should Lecornu's government fall.

Close Calls in the Assembly

Lecornu, a staunch ally of President Macron, faced the no-confidence motions brought forward by two of Macron's most vocal adversaries: the far-left France Unbowed party and Marine Le Pen's far-right National Rally, along with their parliamentary allies.

The 577-seat chamber first voted on the motion put forth by France Unbowed. It failed to pass, falling short by 18 votes, with 271 lawmakers in support. A majority of 289 votes was required for it to succeed.

The second motion, initiated by Le Pen, garnered only 144 votes, significantly below the required majority. Support came solely from her party, the allied Union of the Right for the Republic, and a small number of other parliamentarians.

Yaël Braun-Pivet, the National Assembly president and a loyal supporter of Macron, expressed "reasonable optimism" following the votes. She believes that building consensus for the 2026 budget within the deeply fractured Parliament is still possible.

"I am sure that there's a path," she stated.

Opposition Parties Hold Back, For Now

Despite surviving the votes, Lecornu's position remains precarious.

To secure the necessary votes, Lecornu hinted at a potential reconsideration of one of the most controversial reforms of Macron's second presidential term: the gradual increase of France's retirement age from 62 to 64.

This proposed suspension of the 2023 pension reform played a key role in persuading lawmakers from the opposition Socialist Party to reluctantly abstain from supporting the efforts to oust him, at least for the time being.

With 69 members, the Socialist Party's backing for Lecornu's removal would have likely swung the outcome against him. However, only seven Socialists defied the party line and voted in favor of the France Unbowed motion.

The conservative Republicans, holding 50 seats, also refrained from supporting Lecornu's removal, despite a passionate plea for support from Éric Ciotti, a former Republicans leader who has aligned himself with Le Pen's far-right since 2024.

"Don't compromise yourselves by supporting this government. Don't swallow this snake, this boa (constrictor), this pink alligator," Ciotti urged. "No voter on the right will forgive you."

In the first, closely contested motion, only one Republican lawmaker backed Lecornu's removal. However, in the second motion initiated by Le Pen, which had a lower probability of success, three Republicans broke ranks and voted against the prime minister. This highlights the potential for conservative tolerance for Lecornu to quickly diminish in the coming weeks or months.

Lecornu Relinquishes a Special Power

Lecornu's already fragile position could easily collapse if Socialist or Republican lawmakers shift their stance and support future no-confidence votes should their demands not be met during the budget negotiations, which are certain to be contentious.

Lecornu has pledged not to invoke a special constitutional power to force the budget through Parliament without the approval of lawmakers. This was the very tool that Macron's government used to implement the 2023 pension reform, despite widespread protests and opposition.

Achieving consensus within Parliament on tax increases, spending cuts, and other budgetary measures aimed at curbing France's escalating state deficit and debt will be an immense challenge. The National Assembly has been deeply divided since Macron dissolved it in June 2024. The subsequent legislative elections failed to produce a clear winner, leading to the political gridlock that has plagued France ever since, with Macron's prime ministers succeeding one another in rapid succession.

The looming prospect of a hard-fought presidential election when Macron's second and final term concludes in 2027 further complicates the process of building consensus, as political parties are already vying to gain favor with voters. Addressing lawmakers before the votes, Lecornu urged them to set aside these considerations for the time being.
