Furthermore, on February 6, 2025, Matlala allegedly sent Senona a video clip purportedly containing a secret recording of an internal audit meeting within the South African Police Service (SAPS). The speaker in the video allegedly referred to the commencement of a non-performance process, potentially related to a contract held by Matlala's company, Medicare 24 Tshwane (Pty) Ltd, of which Matlala is the sole shareholder.
On March 10, 2025, Senona allegedly forwarded a series of documents to Matlala pertaining to a complaint filed by two incarcerated individuals against a private security company and SAPS officers. The witness described the complaint as complex, involving allegations of kidnapping, extortion, and assault. The purpose of transmitting this information to Matlala remains unclear.
Information Regarding President Ramaphosa's Identity
A particularly sensitive aspect of the testimony concerned documents allegedly forwarded by Matlala to Senona on April 13, 2025. These documents included:
- The results of a LexisNexis Windeed search on the Senzo and Thembeka Mchunu Foundation.
- What appeared to be multiple identity numbers for President Ramaphosa.
- A news article from August 5, 2019, detailing allegations of tender fraud in a North West municipality concerning the procurement of vehicles from the KSP Group.
Witness X also referenced a document titled ‘MemoBizztracers2April2020,’ containing information related to what appeared to be multiple identity numbers for President Ramaphosa. The memo, marked "Strictly Confidential," allegedly included recommendations for the destruction of company records at various institutions, including CIPRO, SARS, and the courts, as well as the closure of a bank account linked to the questioned identity documents. The memo specifically excluded a common, redacted, identity number. Bizztracers is reportedly a company registered to Calvin Rafadi, who also allegedly has a relationship with Matlala. The origin and significance of this document's transmission to Matlala remain under investigation.
Allegations Involving Suleiman Carrim
Regarding Suleiman Carrim, Matlala allegedly shared a screenshot of an internal SAPS finance software screen on February 3, 2025. This screenshot captured payments of invoices by a supplier identified as Medicare24 Tshwane, listing payment dates and amounts.
The screenshot indicated payments made on January 31, 2025, with deposits due to reflect on February 4, 2025. The total amount paid reflected as R2,586,007.62.
Testimony Held In Camera
On Thursday, Witness X delivered their testimony in camera (behind closed doors) and was scheduled to continue doing so on Friday. Advocate Matthew Chaskalson SC, the chief evidence leader of the Madlanga Commission, clarified that the decision to hold the testimony behind closed doors was not related to the witness's identity but rather to the nature of the evidence itself.
Chaskalson explained that public disclosure at this stage could jeopardize ongoing police investigations, emphasizing the overlap between the commission's work and parallel police probes. He stressed that strategic confidentiality is essential to avoid compromising these investigations.
