Kaduna State has implemented a groundbreaking approach to substance abuse and mental health treatment, establishing a model recognized for its proactive, integrated, and compassionate public health framework. This initiative, known as the Kaduna Model, represents a significant shift in how the region addresses these critical issues.
Dr. Joseph Ike, the Director General of the Kaduna State Substance Abuse and Mental Health Services Agency (KADSAMHSA), highlighted the key components of this model. He emphasized the commitment to providing individuals struggling with substance abuse and mental health challenges with essential life skills through the establishment of Literacy and Vocational Skills centers. These centers offer a range of programs designed to empower individuals and promote their reintegration into society.

Rigasa Center: This center recently celebrated the graduation of 200 children from its six-month foundational literacy program, equipping them with crucial reading and writing skills.

Unguwan Muazu Center: Focusing on sustainable livelihoods, this center runs an urban agriculture program centered around fish farming and horticulture, providing participants with valuable skills in food production.

Kawo Center: This center is preparing to train 90 adolescents in high-demand trades such as jewelry making and hardware repair, providing them with pathways to economic independence.
A Paradigm Shift in Justice: Alternatives to Incarceration
One of the most innovative aspects of the Kaduna Model is its reform of the justice system's response to drug-related offenses. Moving away from punitive measures, the model prioritizes rehabilitation and treatment. Kaduna State stands out as the first and only jurisdiction in Sub-Saharan Africa to design and implement a comprehensive Alternatives to Incarceration (ATI) program in partnership with the UNODC. This program diverts individuals who commit non-violent, minor offenses due to substance use disorders away from the criminal justice system and into mandatory treatment. This approach tackles the underlying causes of criminal behavior, aiming to break the cycle of addiction and incarceration.
Modernizing Mental Healthcare: A Rights-Based Approach
The Kaduna State government has taken decisive steps to dismantle outdated, colonial-era frameworks and replace them with a modern, rights-based, and integrated system of mental healthcare. A cornerstone of this reform is the enactment of the Kaduna State Mental Health Bill, which repeals the oppressive and stigmatizing Lunacy Act of 1954. The new law establishes a new era that recognizes mental health as a fundamental human right, ensuring that individuals receive the care and support they need with dignity and respect.
The state has also adopted the World Health Organization's Mental Health Gap Action Programme (mhGAP), integrating mental health services into general healthcare. An initial training program equipped 100 frontline health workers – doctors, nurses, and pharmacists from 10 general hospitals – with the skills to diagnose and manage common mental health conditions.
The Four Pillars of the Kaduna Model
The Kaduna Model rests on four key pillars:

Expanding the Frontiers of Care: A Community-First Approach: Recognizing that cost and distance are significant barriers to treatment, the Kaduna Model prioritizes accessibility and brings care directly to the people.
- Twenty community-based Drop-In Centers have been established within existing Primary Health Care (PHC) facilities.
- All services at these centers are provided free of charge, removing financial barriers and enabling over 20,000 clients to receive care in the first year alone.

Investing in Our Future: Proactive Youth Prevention: The Kaduna Model recognizes the importance of long-term prevention and has pioneered the Kaduna Children Amplified Prevention System (Kd-CHAMPS).
- Kd-CHAMPS, developed from the UNODC's framework, provides a structure for delivering resilience-building interventions to children and adolescents at every stage of development, including those out of school.
- The goal is to ensure that every child under 18 has access to at least two evidence-based prevention programs.

Community-Based Treatment and Prevention
In May 2024, the first Community-Based Treatment and Recovery Center was commissioned to provide a higher level of support. This facility has already provided intensive, residential rehabilitation to 116 individuals. Three additional centers are planned, demonstrating a commitment to scaling up capacity and offering a full spectrum of care.
The Kaduna Model also includes the "Unplugged" School-Based drug prevention program, implemented in partnership with the Ministry of Education and with support from the MTN Foundation. Over 200 teachers have been trained to deliver a life-skills curriculum that has already reached over 17,000 students, equipping them with the tools to resist peer pressure and make healthy choices.
Kaduna State is the first location in Africa to implement the UNODC's LULU sports-based program at a significant scale. The pilot phase trained 32 community-based coaches and successfully reached 960 at-risk adolescents.
The United Nations Office on Drugs and Crime (UNODC) has formally recognized this framework, solidifying Kaduna's position as a national leader in addressing substance abuse and mental health. Further underscoring this leadership role, Kaduna State is set to host the first-ever North West Governors Forum on Drug Abuse and Security, in partnership with the UNODC, NDLEA, and other international partners.
