Leader of Jamaat-e-Islami (JI) Pakistan, Engineer Hafiz Naeem ur Rehman, has stated that the ruling parties are fearful and resistant to democracy, neither implementing it within their ranks nor during their path to legislative bodies.
The leader of JI shared these opinions while speaking to a group of media professionals. The event titled 'Meet the Press' was organized by the Karachi Press Club (KPC) on Thursday. During his speech, he stated that the 26th and 27th Constitutional Amendments have clearly revealed those who are holding the Constitution and democracy captive. Both amendments, he mentioned, will inevitably be repealed. He added that the undemocratic strategies of the ruling parties enable those who aim to acquire even more power and benefits. Hafiz Naeem labeled the 27th Amendment as unconstitutional and against Islamic principles, stating that Jamaat-e-Islami entirely opposes it. He said, "The exemption given to the Field Marshal and the President is not at all justified. The Prophet (PBUH), the Rightly Guided Caliphs, and the Companions (RA) all appeared before the public and courts for accountability. The influential leaders should step forward and declare their rejection of the immunity provided under the 27th Amendment."
He claimed that those who have manipulated the Constitution belong to dynastic and hereditary groups, raised under the rule of dictators. "Whether it's Mr. or Maulana - they are all the same," he stated.
He condemned the Pakistan Peoples Party (PPP) for attempting to protect certain individuals from facing legal consequences, labeling the so-called democratic groups as "power-seeking" and imposing their desires through force. It is ironic that the grandson of Zulfiqar Ali Bhutto was promoting undemocratic and absolute changes in the 1973 Constitution. He mentioned that a genuinely independent judiciary would naturally invalidate all such amendments. With the 27th Amendment, the government has achieved majority control, while the judiciary has been relegated to a minority position, allowing for the arbitrary relocation of judges. "When every path of justice is closed," he cautioned, "the people ultimately take matters into their own hands against the rulers."
He blamed the PPP for taking over Jamaat-e-Islami's authority in the local government elections in Karachi, stating, "We secured 192 UC chairman positions, whereas the PPP had 172, but they still took over the control of Karachi's mandate."
He stated that PPP engages in backroom dealings from Karachi to Kashmir and refuses to transfer authority and financial resources to local governments, even though the constitution provides for it. He called on the Sindh government to clarify why it denies Karachi its proper share from the NFC Award, especially since it claims to safeguard these awards and the 18th Constitutional Amendment that promotes the transfer of power. Regarding Pakistan-Afghanistan relations, Hafiz Naeem urged the Afghan people and government to ensure that Afghan territory is not used for terrorist activities, emphasizing that "wars never lead to peace - diplomacy must be carried out responsibly." He also mentioned that Jamaat-e-Islami is prepared to contribute to peace if the government sincerely seeks it.
Cautioning Prime Minister Shehbaz Sharif about his undemocratic methods, he stated, "There could be a time when neither you nor your cabinet will even be able to reach a helicopter."
He called on the government to draw insights from previous authoritarian regimes and mentioned the recent political upheaval in Bangladesh, stating, "The world is evolving—Generation Z is driving changes." He also highlighted issues within the education system of the province. Although there is a Rs. 613 billion budget allocated for education, the state of schools is alarming—'8 out of 9 children do not make it to higher education,' he pointed out, noting that more than 20 million children between the ages of 5 and 16 are not attending school in Pakistan.
On the event, he extended an invitation to journalists for Jamaat-e-Islami's Ijtema-e-Aam (mass gathering) at Minar-e-Pakistan, Lahore, between November 21 and 23. He stated: 'This is no longer about left or right, but about right and wrong. That is why our slogan is 'Change the System.' This gathering will mark a pivotal moment for national reform.'
In his comments, KPC President Fazil Jamili greeted Hafiz Naeem ur Rehman, mentioning that 'Meet the Press' is a long-standing practice of the club, which brings in leaders from political parties. He referred to Hafiz Naeem as 'a native of Karachi who is familiar with its challenges.'
Jamili claimed that the 26th Amendment weakened the judiciary, whereas the 27th Amendment has transferred authority from organizations to individuals. He also expressed views on Pakistan's present condition, noting that the regional environment—including India and Afghanistan—is clearly strained.
The gathering was also graced by Jamaat-e-Islami Sindh leader Kashif Saeed Sheikh, Karachi head Monem Zafar Khan, Sindh Assembly member Muhammad Farooq, Information Secretary Zahid Askari, and several others.
