UN Urges Sudan for Aid Access as Government Rejects Ceasefire Plan
Senior United Nations representatives started their visit to Port Sudan yesterday, aiming to address challenges in delivering humanitarian aid and guarantee that essential supplies reach millions of Sudanese impacted by the ongoing conflict. The city, under the control of the de facto administration, turned into a hub for intense diplomatic efforts as high-ranking UN officials held discussions with Sudanese officials and their Egyptian counterparts regarding the distribution of aid and the establishment of humanitarian corridors.
The visit occurs during the Sudanese Armed Forces (SAF)refusal to participate in a three-month truceinitiative put forward by the Sudan Quartet, consisting of Saudi Arabia, Egypt, theUnited Arab Emirates, and the United States.
Sudan's Foreign Minister Mohieddin Salem informed journalists following a three-way meeting with Egypt's Foreign Minister Badr Abdelatty and UN Under Secretary General for Humanitarian Affairs Tom Fletcher that the Sudanese government does not treatthe Quartet initiative as official.
"The Quartet was not approved through a UN Security Council resolution or any international body, so the Sudanese government does not engage with it officially," he stated.
Salem highlighted that Sudan favors direct coordination and characterized the talks with Egypt and the UN as demonstrating "complete understanding and collaboration."
He mentioned that the discussions centered on the humanitarian impact following the entry of the paramilitary Rapid Support Forces (RSF) into El Fasher, leading to widespread displacement and accounts of deaths, attacks, andsexual violence.
Salem mentioned that the discussions centered on the circumstances of displaced individuals in Ed Dabba and Tawila of North Darfur, and forcivilians under siegein Babanousa of West Kordofan and Kadugli and Dilling of South Kordofan.
He voiced worry about foreign fighters reportedly enlisted by the RSF and called for global measures based on humanitarian law. The government intends to keep working to eliminate "militias and mercenaries," referring to the current attacks as a "direct invasion"killing and looting."
El Burhan: 'Cooperation and Sovereignty'
During his discussion with Fletcher, the Head of the Sovereignty Council and Commander-in-Chief of the SAF, Lt Gen Abdelfattah El Burhan, emphasized Sudan's readiness to collaborate with the UN and its organizations, especially regarding humanitarian matters.
El Burhan emphasized that UN operations must respectSudan's independence and country's interests. He mentioned crimes in El Fasher reportedly carried out by the RSF, which he referred to as the "Al Dagalo group."
Fletcher cautioned that the humanitarian emergency in Sudan "carries serious dangers" and referenced a recent UN Security Council meeting where he voiced dismay over civilian mistreatment in El Fasher.
He stated that the UN continues to be dedicated to providing essential aid, such as food and medical supplies, to millions of displaced individuals and refugees. Fletcher characterized his talks with El Burhan as "productive" and mentioned that the organization is prepared to collaborate with partners toreach affected populations.
Carlos Cão, the Deputy Executive Director of the World Food Programme, also met with El Burhan, highlighting the WFP's ongoing collaboration with Sudan.
Cão stated that the agency provides assistance to approximately five million people each month, including newly reached regions like Kadugli.
He mentioned that the WFP is striving to access remote regions and assist small and medium-sized farmers, including in Khartoum, where about one million individuals still receive aid every month.
