The second Pan-African Stakeholder Meeting on Innovative Governance of AI will be convened in Accra, Ghana, with the theme: ‘From Strategy to Action: Galvanizing Inclusive AI Implementation and Governance in Africa’ on September 30 and October 1, 2025.

Ghana, under Samuel Nartey George, has made some tremendous strides in advancing AI, positioning the country as a critical hub for innovation, investment and technological development. Gathering in Accra provides an opportunity to tap into the buoyant experiences from key actors in the Ghanaian ecosystem, and exchange knowledge and innovative governance approaches with stakeholders from across the continent.

The Accra Stakeholder Meeting will foster a collaborative environment focused on ‘Strategy to Action’, equipping participating stakeholders with the tools, knowledge, and networks necessary to implement effective AI governance. A policy brief will summarize the key insights from policymakers, big tech, and innovators across key conversations relevant to ensuring a robust and equitable implementation of the AU Continental AI Strategy. A dedicated capacity-building workshop for regulators is a core part of the event, designed to empower them to use their existing mandates to effectively govern AI, ensuring that regulation coexists with and supports innovation.

Background

The 2024 African Union Continental AI Strategy highlights the great potential of Artificial Intelligence (AI) for Africa’s socio-economic transformation and cultural renaissance, as well as the risks emanating from the rapid adoption of AI technologies. Balancing the opportunity with the risks requires multi-sector engagement, policy alignment and regional cooperation to ensure AI truly delivers on the promise of inclusive development in critical sectors, in fulfilment of the African Union Agenda 2063 and Sustainable Development Goals.

The Strategy includes a phased implementation plan from 2025 to 2030, which began with preparatory activities in 2024. In the same year, Certa Foundation convened the first Pan-African Stakeholder Meeting on AI Innovative Governance and Capacity Building in Kigali, Rwanda, to reflect on the Strategy and the role of multi-stakeholders in ensuring the implementation of this landmark document.

The gathering brought together participants from over 20 African countries, including regulators, policymakers, the private sector, civil society, major tech players, and the startup ecosystem, to deliberate on inclusive and context-aware AI governance frameworks for the continent, with insights from the closed-door session culminating in a Policy Brief and Recommendations, which were presented at the side event to the inaugural Global AI Summit on Africa, hosted by the Center for the Fourth Industrial Revolution, Rwanda in April 2025.

“As we approach Phase I of the Strategy (2025-2026), Africa must now shift from vision-setting to action. Our focus at Certa Foundation is to curate discourse around AI governance strategies; strengthen partnerships across academia, government, the private sector and civil society; and build the capacity of regulators and policymakers.
