Google Invests $15 Billion in India AI Data Center Hub
Google announced on the 14th (local time) that it will invest $15 billion (approximately 21.28 trillion Korean won) over the next five years in Andhra Pradesh, southeastern India, to build an artificial intelligence (AI) data center. This is Google’s largest AI-related investment outside the United States. Google will construct a data center with a total capacity of 1 gigawatt (GW). The company aims to establish India’s first AI hub to meet the growing demand for digital services in India and globally. The investment also includes the construction of undersea cables for data transmission. Sundar Pichai, Alphabet’s CEO, stated, “We will provide industry-leading technology to Indian businesses and users, accelerate AI innovation, and promote growth nationwide.”
India is emerging as a major hub for global AI data centers. In addition to Google, big tech companies such as OpenAI and Amazon are investing tens of trillions of won in AI data centers in India. The plan is to secure the rapidly growing Indian market, where internet users are increasing quickly, while hiring talented individuals at lower labor costs. According to CBRE Group, a commercial real estate services company, India’s data center investment is estimated to grow from $60.3 billion (approximately 85.5 trillion Korean won) in 2024 to $100 billion (approximately 142.77 trillion Korean won) by 2027.
◇India Emerging as an AI Hub
OpenAI, the developer of ChatGPT, is pushing to establish a 1 GW-class data center in India. This is part of expanding business in India, the world’s second-largest market in terms of internet users, following China. It is part of the ‘Stargate’ project, a large-scale AI infrastructure initiative that OpenAI is pursuing with Oracle and SoftBank. OpenAI is reportedly proceeding with this construction in consultation with existing data center operators in India. OpenAI plans to establish a corporation in New Delhi and expand its local workforce. Amazon is also pushing to build a large-scale cloud data center in Maharashtra, western India, with an investment of $12.7 billion.
Big tech companies are investing in Indian data centers because the digital market is growing faster than anywhere else. India’s smartphone penetration rate has increased rapidly, with internet users surpassing 800 million out of its 1.4 billion population. This is the second-highest after China (1.11 billion). The average monthly data consumption per person also doubled to 21.1 gigabytes (GB) in 2024 compared to five years ago. However, AI infrastructure expansion is still lacking. According to Deloitte India, although 20% of the world’s data is generated in India, data center capacity accounts for only 3%. Big tech companies are targeting India as the next-generation market, and the Indian government is able to expand its insufficient infrastructure, creating a ‘win-win’ investment environment.
Another advantage is the low costs. Not only is there ample land for building large-scale data centers, but power costs are also lower compared to data center hubs in English-speaking regions. The abundant supply of IT engineers needed to operate and manage data centers makes it advantageous in terms of labor costs as well.
◇Government Also Taking Action
The Indian government is also focusing on nurturing the data center industry as a next-generation growth engine. It has restarted discussions on the ‘National Data Center Policy’ announced in 2020. The plan is to establish dedicated economic zones for data centers to develop India into a global data center hub. Last month, the government released a policy draft aimed at providing tax exemptions for up to 20 years to data center developers and simplifying permit processes for land, power, environment, etc. State governments are also making full efforts to attract data centers. Andhra Pradesh, where Google has promised investment, plans to build a total of 6 GW of data centers. Karnataka, Telangana, and others are also promoting data center construction by offering low power taxes and deregulation.
