Kathmandu, November 13 -- The administration has initiated discussions with Durga Prasain's Citizen and Government Protection Campaign following the group's declaration of a countrywide demonstration starting on November 23. The initial session took place at the Ministry of Home Affairs, where they addressed the campaign's 27-point agenda, which includes the removal of the current constitution, reinstatement of the monarchy, and changes within the banking system.
The discussions take place as the interim administration, headed by Prime Minister Sushila Karki, was established to organize unexpected parliamentary elections following the Gen Z demonstrations in September, and is now attempting to communicate with different groups that might jeopardize the electoral process. Prasain is a self-styled monarchist who was once linked with the CPN (Maoist Centre) and later joined the CPN-UML.
The Home Minister, Om Prakash Aryal, held initial discussions with the campaign's representatives on Wednesday.
One of the campaign's demands states, 'Since approximately Rs34 kharba (Rs3.4 trillion) in the banking sector, which is being utilized by bank operators and large business houses, is under threat, all banks and financial institutions should be nationalized at least once to recover the funds and provide relief to both the banks and business leaders.'
The initiative has also called on the government to promptly take around 600,000 people off the banks' restricted lists.
A campaign spokesperson, Madhav Kalpit, stated that the discussion on Wednesday was friendly and that the next round of talks will take place in the presence of the prime minister. Prasain did not attend the meeting.
"The discussions were encouraging. The meeting extended for three hours. We submitted our 27-point proposal," Kalpit mentioned. He informed the press that they have agreed to hold the next session shortly, with Prime Minister Karki and campaign coordinator Prasain participating.
The delegation of the campaign comprised Tijeendra Prasad Rayamajhi, head of the organization department, spokesman Kalpit, and Devi Prasad Sangraula, along with other members.
Prasain recently declared that his 'nationwide campaign' would commence on November 23 in collaboration with the Nepali Congress (BP), a minor splinter group of the Nepali Congress.
Prasain has been issuing controversial remarks targeting Prime Minister Karki, Home Minister Aryal, Kathmandu Metropolitan City Mayor Balendra Shah, and Gen Z figure Sudan Gurung, along with other individuals.
Previously, in March, Prasain held a pro-monarchy demonstration in Kathmandu, resulting in at least two fatalities and damage to both private and government properties. This past incident has made the government and security forces aware of his new appeal for unrest.
Delegates from the campaign stated they were happy that the government had, for the first time, demonstrated a readiness to hear their issues, noted Ram Bahadur Rawal, a media coordinator for Prime Minister Karki, who was also present at the meeting.
On Wednesday, the campaign called on the government to tackle some of the 27 demands in order to foster a better atmosphere for discussion. Nevertheless, the government encouraged the campaign to participate in the elections on March 5 and achieve recognition through the democratic system.
A source from the Home Ministry told the Post, 'The government is unable to handle some of their requests.'
Meanwhile, the campaign has stated that although the initial round of discussions with the government was encouraging, it will proceed with its scheduled demonstration unless the government establishes a setting to tackle their concerns.
However, the government notes that Prasain is currently on bail following multiple criminal charges and may be re-arrested if his future activities are considered non-political. Still, officials believe that Prasain's power has weakened compared to previous times.
As per a Home Ministry official, Prasain no longer enjoys the support of royalist groups and parties that he had on the day of the pro-monarchy demonstration on March 28.
Similarly, authorities also think Prasain, although he makes public statements, does not have support from India.
However, the government will keep working to address concerns via discussions with Prasain's faction, while ensuring strong security, according to an anonymous source from the Home Ministry.
