Pakistan, Afghanistan, and Uzbekistan yesterday signed a Framework Agreement on the Joint Feasibility Study for the Naibabad-Kharlachi segment of the Uzbekistan-Afghanistan-Pakistan (UAP) Railway Corridor.
The agreement, signed during a high-level trilateral ceremony in Kabul, was jointly announced by the Ministry of Foreign Affairs of Afghanistan and the governments of Pakistan and Uzbekistan. It marks a renewed commitment by the three countries to strengthen infrastructure, boost transnational trade, and foster long-term political and economic cooperation.
The UAP Railway Corridor, once completed, is envisioned as a vital transport link connecting Uzbekistan to Pakistan's seaports via Afghanistan, offering landlocked Central Asian countries efficient access to global markets. The newly signed Framework Agreement lays the foundation for a comprehensive feasibility study that will assess the technical, economic, environmental, and logistical viability of the proposed route, particularly the Naibabad-Kharlachi section.
In a post on X, DPM Dar said: 'I congratulate the people and governments of Pakistan, Afghanistan, and Uzbekistan on the signing of the Framework Agreement on the Joint Feasibility Study for the Naibabad-Kharlachi rail link under the UAP Railway Corridor. I also thank the foreign ministers of Uzbekistan and Afghanistan for their support and commitment for timely signing of the agreement. We remained closely engaged throughout the negotiation process to finalise the details.'
The Foreign Office here said the project holds the potential to transform regional trade dynamics by significantly reducing transport costs and travel time between Central and South Asia. The corridor is also expected to facilitate smoother transit, enhance regional stability, and unlock new opportunities for investment and cooperation across borders.
The signing ceremony was attended by Deputy Prime Minister and Foreign Minister Ishaq Dar, who undertook a day-long official visit to Kabul. He was accompanied by a senior delegation comprising the Minister for Railways Hanid Abbasi, the Special Assistant to the Prime Minister and Special Representative for Afghanistan, and the Secretary of the Ministry of Railways.
The delegation's participation underscored Pakistan's strong political will to advance the project and its commitment to regional development through shared infrastructure. 'This initiative reflects Pakistan's strategic vision for sustainable regional connectivity and inclusive economic growth,' the FO said.
On the sidelines of the signing ceremony, Senator Ishaq Dar held an important meeting with Afghanistan's Acting Prime Minister, Mullah Muhammad Hassan Akhund, where both leaders reaffirmed their mutual interest in fostering peace, expanding trade, and enhancing regional connectivity.
The discussions also reviewed bilateral relations and followed up on their previous engagement held on April 19, 2025. Both sides agreed to maintain high-level contacts and deepen cooperation on issues of shared concern, particularly economic and transit integration.
DPM Dar also met Uzbekistan's Foreign Minister Bakhtiyor Saidov separately to discuss cooperation. The two agreed to enhance bilateral ties with mutual efforts.
The trilateral railway project has long been viewed as a game-changer for the region. By linking Tashkent to Pakistan's southern ports via a secure and efficient corridor, the UAP Railway could reduce overland cargo transit time from Central Asia to the Arabian Sea by nearly half.
